North Minahasa, 2026 – Universitas Negeri Manado (UNIMA), through its Community Partnership Program (PKM), has carried out a community service initiative themed “Management of Capacity Building for Village Apparatus in Planning and Managing Development in Dimembe District, North Minahasa Regency.” This program aims to strengthen the competencies of village officials in supporting effective, transparent, and technology‑based governance.

Villages hold a strategic role as the frontline of national development, functioning as administrative units that interact directly with communities. In line with the authority granted to villages to manage development independently, improving the capacity of village apparatus becomes essential to ensure that planning, implementation, and evaluation processes run optimally.

The implementation of this PKM program was motivated by persistent challenges in the managerial capacity of village officials, particularly in preparing development planning documents such as RPJMDes, RKPDes, and APBDes, as well as limited utilization of digital technology in village administration. Initial assessments indicated the need to strengthen competencies in development management and information technology utilization.

This program was carried out by a UNIMA community service team led by Drs. Ronny Gerson Dumanaw, M.Pd., with team members Varisky Abraham Dumanaw, M.Pd. and Tiara Lestari Paembonan, M.Pd., targeting village apparatus across Dimembe District, North Minahasa Regency.

The program was implemented through several stages: preparation, socialization, intensive training, mentoring, and evaluation. The training materials were divided into two main focus areas: Village Development Management and Digital Literacy & Village Information Systems (SID). In the village development management training, participants received guidance on preparing RPJMDes, RKPDes, and APBDes using participatory approaches, managing village finances, and conducting monitoring and evaluation of development programs.

Beyond managerial capacity building, the program also provided training on digital technology utilization for village officials. Participants were introduced to office applications, the Village Financial System (Siskeudes), and the web‑based Village Information System (SID), developed to support population data management, development information, and public services.

The program received positive responses from village officials in Dimembe District. Participants demonstrated strong enthusiasm through active discussions and engagement in simulations of village development document preparation as well as hands‑on practice using the Village Information System. Activities began with coordination with the district government, followed by socialization, training, practical sessions, and evaluation of program sustainability.

Through this initiative, village apparatus gained improved understanding and skills in preparing development planning documents and utilizing information technology to support village administrative governance. The program outputs include electronic media publications, posters, training modules, and a web‑based Village Information System—representing UNIMA’s concrete contribution to supporting the transformation of village governance.

The community service team hopes that this program will serve as a sustainable effort to strengthen the capacity of village apparatus, enabling more effective, accountable, and responsive development management that aligns with community needs in Dimembe District, North Minahasa Regency.
